NEGOTIATIONS UPDATE

The Joint Negotiations Committee (JNC) met in CLT January 26-29. On the table last week were five Sections:

  • Scheduling
  • Reserve
  • Reduction In Personnel
  • Uniform
  • System Board of Adjustment

The JNC and the Company reached Tentative Agreements on three sections:

  • Reduction in Personnel
  • Uniform
  • System Board of Adjustment

Reduction in Personnel

Although the Company wanted to change the Section to eliminate the Leave in Lieu of Furlough provision of the East contract and change the Voluntary Furlough language from system wide bid and award to domicile by domicile, the JNC refused and both provisions will remain unchanged. The Company agreed to increase unlimited online travel benefits for Flight Attendants involuntarily furloughed from 12 months to 24 months. All other provisions of the East Agreement will remain unchanged.

UNIFORM

A tentative agreement was reached that maintains the East contract provision of wear and tear replacement of required uniform pieces either company issued or purchased by the Flight Attendant. In addition, in the event of a complete uniform change a process for replacing additional uniform pieces by the Flight Attendant. The Company has agreed to attempt to ensure the vendor(s) keep records of Flight Attendant purchases in order to properly credit Flight Attendants in the event of a uniform changeover. In the event such records are not available the Company will meet and negotiate with the Union a proper reimbursement procedure.

SYSTEM BOARD OF ADJUSTMENT

The highest level of dispute resolution, the System Board of Adjustment, is a vital Section to the Union. Without proper provisions the Union could be at a disadvantage when it comes to the resolution of either contract interpretation or disciplinary cases. Cases heard at the System Board level can be very costly thus the Union strives to keep our costs down as much as possible. The majority of those costs are driven by the location of the hearing and travel to the location. The Company has agreed to provide Company Business Space Positive transportation for the grievant, the System Board member from the Union, Union representatives and witnesses to the location of the hearings. Discipline cases will be heard in either the domicile from where the grievance arose or in close proximity to the domicile. For example, a PHL case will be held in either PHL or DCA. MEC (contract) and non-disciplinary cases will be held at Company headquarters unless mutually agreed to otherwise.

SCHEDULING AND RESERVE

As stated in the last negotiations update dated, January 26, 2010, the two committees are very deep into both Sections. The committees spent most of last week's session in discussion on the two sections. The JNC Scheduling proposal contains very significant provisions for scheduling flexibility both when bidding and once the bid month begins. We will maintain the AI/L. Preferential Bid remains in our proposal but we have spent a great deal of time developing the bidding options, parameters and requirements.

With respect to Reserve, the JNC believes in two things. A complete overhaul of both East and West systems must occur and Reserves should be able to earn a living working on their AVL days and not forced to work on their off days to pay their bills. The East Reserve system is the result of two bankruptcy driven contracts. The system is intolerable in almost every respect for our Reserves. We have proposed a system that will accomplish the needs of Reserves, both in terms of earning power and quality of life issues.
