RESERVE
The purpose of this Eline is to inform our
Reserve members the JNC is addressing your
concerns and fighting to improve the working
conditions of our Reserves.
The Joint Negotiations Committee and the Company
are very close to reaching an agreement on the
Reserve Section. The Section will contain a
Reserve system and provisions improving the
quality of life and earning power for all
Reserves-both East and West.
From the beginning, the two Master Executive
Councils and the JNC have listened to our
Reserves. The JNC fought hard to change archaic
and Company-driven Reserve systems that
disadvantaged Reserve members. The JNC
identified numerous issues Reserves face in
their right to earn a living and enjoy a quality
of life. We heard your voices and concerns.
The goal of the JNC was to negotiate a Reserve
system that was better than either the East and
West systems. We did not want to simply merge
two broken Reserve systems. We strongly believe
that the Reserve section, when finalized, will
represent an improvement over both systems.
Where differences existed between the Reserve
systems, the JNC fought to retain or improve the
better provisions. Thus East Flight Attendants
will benefit from provisions such as a two hour
call out or the Reserve Availability System that
eliminates the unsafe twenty four hours on call
system on the East. Likewise, provisions such as
trip selection, better pay for On Premise
Reserve (Hot Reserve) and a Reserve tracking
system providing real-time information, will
benefit West Flight Attendants. Of course,
beneficial provisions common to both systems,
such as the ability to trade Reserve days, were
retained.
The JNC, however, was not interested in merely
putting together two broken systems. From the
start, we informed the Company that we needed
major improvements to the Reserve system.
Of particular concern of the JNC was trip
selection and the ability of a Reserve to earn a
living. The new system will allow Reserves to
select trips, OPR shifts and pairings based on
seniority, subject to certain restrictions. The
JNC fought to minimize restrictions on trip
selection as we understand trip selection is
very important to Reserves.
Both East and West Reserve systems are designed
to prevent Reserves from making a living. Both
currently employ a Least Time Order (LTO)-time
balancing-system, which prevents certain
Reserves from flying in order to save the
Company money. The JNC eliminated any type of
time balancing system and fought for the ability
of Flight Attendants to select trips based on
seniority.
The Reserve section, and in particular the
assignment process, is very complex. The Section
includes many provisions that intertwine with
the Scheduling and Hours of Service sections,
which are currently in discussion. As we
proceed, the JNC will provide a more complete
review of the Section.
