RESERVE SECTION - Negotiations Update

Company and Union negotiators continue to meet regarding the Reserve Section -more importantly- the Reserve system.

The Union has listened to Reserves. We have listened at Union meetings, Reserve conference meetings, surveys, etc. What we have heard is this. Reserves want to work on their AVL days and not have to work on their off days to earn a living. Reserves do not want to be on call 24 hours a day. Reserves do not want LTO and want their seniority back.

We believe what we have proposed is the best system in the industry. So far, the Company has not agreed to many of our terms. Specific contractual provisions are still on the table. The JNC remains committed to building a system that allows Reserves to earn a living and enjoy a quality of life.

The bottom line is... What we want and what the Company has agreed to:

  • A Seniority based system
  • No LTO
  • On call no more than twelve hours a day
  • Fix OPR

It is not over, but we are well on our way to making a Reserve system-and Section that works for our Reserves a reality.

After months of negotiations, during which the Company insisted on maintaining LTO, I now am able to report the Company has moved off of their position that LTO must remain part of the Reserve system. The JNC has held steadfast in our resolve to eliminate LTO and we have prevailed.

I have previously reported the Company has agreed to our proposal to create a shift system. In the new contract, a Reserve will only be on call for a twelve (12) hour period. During that period, of Reserve Availability (RAP), a Reserve will only be required to be contactable during the RAP and can only be assigned or bid a trip that departs within that 12 hour period.

The JNC has also made progress in OPR provisions. An OPR assigned a trip during their OPR shift will be paid for the time spent on OPR before the trip assignment on a pro-rated basis and not on the current daily rig pay.

The JNC has researched all other carriers Reserve systems. We have looked at numerous "Rotating Reserve" provisions. We have not found one that works.

ROTATING RESERVE DOES NOT WORK. IT HAS NOT WORKED FOR ANY AIRLINE THAT HAS IT AND WILL NOT WORK AT THIS AIRLINE. RATHER THAN "ROTATE" FLIGHT ATTENDANTS INTO A BAD RESERVE SYSTEM- LETS FIX THE SYSTEM-ONCE AND FOR ALL.

THE IDEA IS TO CREATE A RESERVE SYSTEM THAT ALLOWS RESERVES TO EARN A LIVING AND HAVE A DECENT QUALITY OF LIFE.


The JNC will be meeting again with the Company the week of March 15th.
