Dear US Airways Flight Attendant:
Your Negotiating Committee has been unable to reach a contract agreement with the company in mediation.  We have requested that the National Mediation Board declare an impasse in negotiations.

While we await the NMB's response, your Master Executive Council and Negotiating Committee believe it is time for US Airways management to see how serious the flight attendants are in their support for a Contract o Choice.  It's time to take a strike authorization vote.

Although we engaged in three weeks of intensive talks with the company through November, management was only willing to resolve superficial issues and continued to demand concessions from flight attendants in benefits, scheduling and work rules.  The key issues of pay and retirement remain open.

You can help shape your future.  To convince management that flight attendants are serious and to bring contract negotiations to a successful and rapid conclusion, we must show complete solidarity in flight attendant support. You can do your part by participating in this Strike/CHAOS ballot process and by voting "FOR" strike authorization.

Read all ballot instructions, mark your vote properly, place your ballot in the enclosed ballot envelope and then place the ballot envelope into the pre addressed transmittal envelope.

DO NOT REMOVE THE VOTER IDENTIFICATION (mailing) LABEL affixed to the back side of the transmittal envelope.  Any transmittal not carrying the voter identification label will be VOIDED. Your ballot must be received by December 20, 1999 at 9 a.m. Your ballot will be opened and tallied by the Ballot Certification Committee on December 20, 1999.  Only active members in good standing will have their ballots counted. Your Negotiating Committee urges you to vote "FOR" the Strike/CHAOS ballot.

The authority given the Union by virtue of this strike ballot will be used carefully in your best interest. your best interest. Under the Railway Labor Act, a strike or other legal work action may not be initiated until after a 30 day cooling-off period expires.  Please note that a 30-day cooling off period has not begun.  The date for a strike or other work action must be set by your AFA Master Executive Council and the International President of the Association of Flight Attendants.  The terms of any final settlement for a new contract must be approved by YOU, the membership, through a membership ratification vote.

Let management hear your voice.  Vote "FOR" strike authorization and mail your ballot today.
